Scottish Parliament - to whom Scottish Water is accountable through Scottish Ministers.

Scottish Executive - through which the Minister for Environment and Rural Development is responsible for water in Scotland. The Minister sets the policy objectives to be delivered by the water industry in Scotland.

Scottish Water - the public corporation responsible for providing all services on the public water and sewerage networks across Scotland.

Water Industry Commission for Scotland - is responsible for economic and customer service regulation and required to promote the interests of customers.

Drinking Water Quality Regulator - to protect public health and provide an independent check on drinking water quality compliance.

Scottish Environment Protection Agency - is responsible for the protection and improvement of the water environment, through translation and enforcement of legislation.
